Buying within the University must adhere first to the provisions of the subsisting Public Contract Regulations and then the provisions of the University’s Financial Regulations.
The following thresholds (contract values) and requirements must be applied when procuring goods or services to ensure compliance with the regulations earlier mentioned. Buyers within the University must ensure that they have the correct number of quotations or a completed Single Tender (ST) Form.
If there is a valid contract in place, this would imply that the goods/service has been through a Procurement process so quotes are not needed in this instance.
| Two competitive quotes | Below £10,000 inclusive of VAT |
| Three written quotes | £10,001 to £49,999 inclusive of VAT |
| Contracts Finder Advert (contact Procurement to publish) | Over £30,000 inclusive of VAT |
| Formal Tender (contact Procurement) | £50,000 and over inclusive of VAT |
| Supply Services and Design Contracts (FTS Advert/Tender) (contact Procurement) | £207,720 inclusive of VAT |
| Works Contract (FTS Advert/Tender) (contact Procurement) | £5,193,000 inclusive of VAT |
Note: Quotations must be kept on file for a minimum period of three years. The above amounts relate to the total purchase/contract value e.g. a project costing £5,000 per year for three years will have a contract value of £15,000.
Please ensure that you allow a reasonable time from contract expiration, mobilsation or product lead-time for your procurement project/tender.
In exceptional circumstances, a Single Tender Form may be necessary where competition is deemed impractical. Examples include:
This form must be completed and signed by the Budget Holder. The form will then be routed to the Head of Procurement for final approval.
